Summary: The Expo Unit Japan of the U.S. Consulate General in Osaka-Kobe is seeking eligible and qualified applicants for the position of Engineer (Expo Project Field Engineer). This is a temporary position until June 2025. Work schedule: Full-Time (40 h/week).

Travel Required: Occasional Travel. Must be available to travel throughout Japan but on limited occasions.
Duties
The Expo Field Engineer is the leading Expo Unit Japan (EUJ) locally employed (LE) staff responsible for construction site management, onsite pavilion quality assurance/control, and construction/technical administration to facilitate U.S. participation in Expo 2025 Osaka Kansai. This position assures adherence to approved drawings and specifications, makes recommendations to the USA Pavilion (USAP) team on how to correct deficiencies and resolve problems during construction, maintains a daily log of USAP construction activities, develops change orders (including preparation of cost estimates), and performs inspections to verify design. The position inspects completed developments to ensure construction accuracy and to verify as-built drawings. This position will serve as Government Technical Monitor (GTM) to assist in the day-to-day USAP quality assurance, resolve engineering conflicts and provides coordination of construction contracts. This position also reviews and analyzes the contractor’s change order proposals and substitution requests in terms of costs and schedule impacts. This position must be capable of working independently and provide professional architectural, engineering, and construction management services in support of the project.
Qualifications and Evaluations
Requirements:
Prior Work Experience: Experience: At least four years of experience in the field of architecture, mechanical, electrical, civil, industrial engineering related to engineer design, quality control and/or inspection related to building construction and renovation projects
Special Work Environment/Conditions: Must be able to work on active construction site in all local weather conditions. Must be able to climb ladders and scaffolding and walk on uneven surfaces.
Knowledge: Knowledge of building codes, standards and specifications including an understanding of construction regulations and guidelines and commissioning.
Knowledge of local building and construction codes, architectural laws, codes, and permits applicable to local construction environment, local safety and security rules.
Professional knowledge in the field of architectural, mechanical, electrical, civil and/or other principles, practices and technical perspectives, as well as thorough professional knowledge in project management.
Skills and Abilities: Good organizational and computer skills with working knowledge of Microsoft Office Suite (Word, Excel, Power Point, Outlook) and Internet Research.
Professional skills and experience using construction management software (i.e. Autodesk, Bluebeam, Primavera, Adobe, etc).
Ability to review technical documents, create architectural/engineering cost estimates and review construction drawings for code compliance.
Ability to interpret and carry out instructions received.
Must be able to lift items up to 35 pounds. Must hold a valid driver’s license.
Education Requirements: University degree in Architectural, Mechanical, Electrical, Civil/Structural or Construction Management Engineering.
