Boeing Japan is currently seeking an Experienced Contract Management Specialist at Boeing Japan Tokyo Office to join the team representing its new international entity. This entity is aligned to the Boeing Global Services (BGS) division for defense aerospace business. This position is part of the International Defense Direct Commercial Sales (DCS) Contracts team based in the United States.
As part of the International Defense DCS Contracts team, the position is focused to grow direct contracting with the Japanese government across all defense platforms and products, including but not limited to: V-22, KC-46, CH-47, F-15, KC-767, and T-7. Key focus responsibilities will be analysis of Japanese government contracting terms and conditions, risk assessment and strategy for negotiation. This position must be able to effectively coordinate with counterparts in the JMOD including JASDF and JGSDF areas. The position will actively own the negotiation on terms and price through contract award and should be familiar with the Japanese paperwork required through the acquisition process.
This position will join one Associate Level Contracts teammate in the Tokyo office. This position will work under a Regional Contracts Team Lead and Contracts Functional leadership from the United States but with local site leadership support in Program Management and Business Development. The chosen candidate for this position will also serve as a local team leader at the Tokyo office to assist in reviewing, prioritizing team workload, and strategically assessing proposals and contracts to ensure alignment to business goals and objectives.
This position will be hired initially on a 1-year fixed term contract with the opportunity to convert to an open-ended contract, subject to individual performance.
Detailed Job Responsibilities
Partner with the Program and Project Managers along with Business Development from pre-proposal activities to proposal creation and submittal, contract development, to award and continuing throughout the contract execution and delivery.
Support acquisition efforts related to requirements definition planning, organizing, development, submittal of proposals, and subsequent negotiation and administration.
Effectively collaborate and lead acquisition teams through close coordination with various internal functions (including, but not limited to Estimating & Pricing, Supplier Management, Supply Chain Management, Accounting, Finance, Program Management, Business Development, Law Department, etc.).
Address areas such as Tax, Treasury, Insurance, Law and Export throughout the preparation, review and approval process.
Perform risk assessment analysis and develop recommendations and creative solutions to minimize company risk.
Research and effectively solve problems, effectively collaborate and lead acquisition teams, develop negotiation positions and ensure proper hand-offs with the execution teams.
Lead customer negotiations on price and terms and conditions with a strategic mindset.
Guide U.S. team on understanding of Japanese defense contracting process.
Provide peer reviews of proposals, contracts, and correspondence to ensure first time quality and alignment to business objectives.
Provide guidance in day-to-day activities to Associate Level teammates and prioritize team workload based on business goals and objectives.
Execute daily tasks as part of a team that is not physically located together.
Work independently and as part of a team.
Provide frequent status and communication back to the U.S. team.
Develop relationships with internal and external customers to help grow the business and explore new/different ways to better partner with one another to achieve common goals.
Demonstrate strong written and oral communication skills.
Exhibit exceptional language skills in English and Japanese.
Other
Domestic and/or International Travel will be required as needed.
This position requires in-office support.
Basic Qualifications (Required Skills/Experience):
Must be out of the workforce for at least 18-24 months (combined or consecutive)
Experience in Defense contract negotiating with JASDF and/or JGSDF
4+ years of experience with the Japanese Government acquisition process
4+ years of experience building, developing, and maintaining customer relationships
Outstanding written and oral communication skills
Outstanding language skills in English and Japanese
Experience leading teams in a formal and/or informal role.
Preferred Qualifications (Desired Skills/Experience):
5+ years of experience with the Japanese Government acquisition process
5+ years of experience in purchasing to include developing binding agreements, contract negotiations, and contract award execution
5+ years of experience in proposal development and contract negotiations with Japan defense customers
Confident in a fast-paced environment with competing priorities and able to multi-task and manage expectations
Experience adapting to changes in schedules and priorities, solving problems, and generating alternative solution
Strong critical thinking, time management, problem solving, negotiation, communication, and interpersonal skills
Work well independently and as part of a team
Ability to coordinate and communicate effectively across function
Typical Education/Experience:
Bachelor’s Degree or Higher
Location:
The selected candidate will be required to work on-site (with some flex) at Boeing Japan’s Tokyo-office.

ボーインググローバルサービス部門では、インターナショナルダイレクトコマーシャルセールスの契約チーム(以下DCS契約チーム)でご活躍いただく契約業務管理担当者を募集しています。
本ポジションは米国を拠点とするチームの一部ですが、国内顧客向けのサービスを主に担当いただきます。
本ポジションでは DCS 契約チームのメンバーとして、V-22、KC-46、CH-47、F-15、KC-767、T-7 製品を中心に(左記以外も含む)すべての防衛プラットフォームおよび製品における日本政府との直接契約を拡大することに重点を置いています。主な業務内容は、日本政府との契約条件の分析、リスク評価、交渉戦略であり、航空自衛隊および陸上自衛隊をメインとした防衛省のカウンターパートと効果的に調整を行う必要があります。契約締結における条件・価格に関する交渉を積極的に担当いただきますので、契約購買プロセスで必要となる国内での契約事務手続きに精通している必要があります。
入社後は既に東京オフィスにて在籍している契約チームのメンバーの方と共に業務を行っていただきます。レポートラインは米国契約チーム リーダーとなり、業務はリーダーの配下で担当いただきますが、密に関連する国内部門リーダーとも業務をいただきます。また、本ポジションでは国内東京オフィスのローカル チーム リーダーも担っていただく予定です。具体的には、チーム内業務ボリュームのレビュー、優先順位付け、提案書や契約戦略のレビューを通じ、ビジネス目標達成に向けた関連部門との調整にも携わっていただきます。
主な業務内容:
